This Is The Best tool for converting pictures of all kinds to textures. All pictures must be to the power of 2 though. The best size is 256x26. All credit goes to the makers of this useful tool. nVidia DDS plugin for Photoshop is a little better for this sorta thing.
The best size is 256x256?? For what? Surely it depends on the size of the object you are applying it to?
Lastly, models can use .dds, you dont need .tga at all.

He probably means for ground textures. Idk, I use plugins myself.
