Main Quest

I highly doubt that the quest would start there, I said. The main quest starts by someone pickpocketing you. A thief wouldn't hang around a Census and Excise office. Too risky. If you read all the posts, it'll make sense. I should have been clearer about that.

It's Elsweyr after all. Khajiits are known to be all thieves. They can steal tattoos too. And don't forget that Census and Excise have taxe collectors, they're are also thieves!

The player will never see the thief but you can think he'll probably a Khajiit. As Ryu said, Census and Excise Office agents are imperials and they probalby watching with suspicion every Khajiit entering. And there will be a lot of guards.
And for the general ambiance, I think it'll be better to begin the main quest where you can find Khajiits. The player will have the feeling to be involved in something related with Elsweyr. The Census and Excise Office is too... imperial.

So, like Le Grimacier and I said, we will just use the GetCell function with a timer to activate the script for the quest.

We need some more scripters, my understanding is quite limited, and I don't know how the rest of you fare.
