As was in Oblivion, I think we should have shrines scattered about the land to each Deadric prince, and that is how their quest starts. (With required level and items)

We will need new artifacts. And some coordination between other projects to prevent duplication. But yeah, shrines around. maybe just a couple quests. And a major shrine to Azura. Whom i believe they consider their mother.

If only Morrowind wasn't so static, I would have loved to see the Azura shrine fall over or something similar...

In Oblivion, daedras worshipers are outcast so they built shrines in the wilderness. In Elsweyr, they are integrated so they can have their own temple and followers in the same way the Avatars have their "house". The most famous will probably be Azurah, Alkosh, Mara (especially in Pellitine), Kenarthi (in Anequina), Sheggorath (and his skooma), Sangiin (for the feast) and Hircine (for the hunt). Khajiiti version of Zenithar won't have much success for the Khajiit aren't very good with the concept of wealth and Julianos because they have their strange logic. Boethia too for he likes when brothers kill each others and Molag Bal because he likes slavery.

IDEA: Followers of Dibella say that Moons have announced the birth of her avatar. The player have to find her somewhere in Elsweyr. She is celebrated by her relatives and her family home is decorated with flowers. When you find her, you have to inform her followers where is she and guide them to her. The reward could be an item with a constant effect of Fortify Personality / Fortify Speechcraft.

Dibella, goddess of beauty, is the cutest kitten!

One of the less worshiped god (or mysterious like Nocturnal, or Namira so followers are rare) could have his temple in ruins. Activators could activate when the player is near: falling columns, dirt from the ceiling or crumbling ground. To find someone to repair it could be a quest.
