Elweyr is an imperial province so the player will expect to find the imperial army and other imperial offices. But because the province is still mysterious, we could think that only borders and the main cities could be under the influence of the legion.
From the lore, we know that there is the Fort Sphinxmoth near Dune and I think there could be others near Senchal (the main port), Torval (the capital) and Rimmen (the always seditious city). I've ignored Riverhold because it's too close to the border with the Empire so imperials could act directly and Corinthe and Orcrest because they are in the middle of the land so they could be beyond the influence of the empire (or too difficult to protect). We'll have to find names for them.
I also suggested a fortress of the Blades in the desert of Ne'Quin-Al because of the two crossed swords on the map that are the same on the Cyrodiil map where you can find the Cloud Ruler Temple.
And we have discussed about adding a Census and Excise Office in Senchal. Maybe we could add more of them in others town?

What could be the other means the Empire could have to manage this province? Some could give interesting ideas for quests.

Census offices would be in all major inter-provincial hubs. Any other places would serve no purpose. Senchal would need one, Riverhold would need one, etc.

I think Orcrest and Corinthe would be the two least influenced places in the province.

Yeah. In Corinthe you can find a lot of outlaws, moonshiners and drug dealers. Without the legion, the cities could be under the influence of Ya'Tirrje, the Gold Cat. He rules the city like a druglord and the King obey him. In Orcrest, an imperial legion would be too isolated to be efficient so the city have to rely on mercenaries.

As the same way, in a city under the "protection" of the Empire, the Empire could try to put a man to attempt to rule in place of the local King. Khajiit Kings are known to be lazy, a little anarchic and don't care much about money. That's not please the imperials who think about order and administration that's why they would "manage" the city.

We could also play with the antagonism between Altmers and Imperials. A King could have two counselors and the player could choose which side he stands.

For the imperial fort near Senchal, what about Fort Rainmoth? In Ta'agra, "Rawlith" (like in Quin'rawl) means "Rain".

I like the Fort Rainmoth idea. I just wonder, why do all imperial forts end with -moth? Very Happy

I think it's due to the Cult of the Ancestor Moth. Moth have a religious significance for the imperials. And that's why you can find altars in the forts.

So, I guess since the imperial presence in Elsweyr is little, or next to nothing, then the forts wouldn't have 'moth' on the end?

Some probably do while some don't.

Basically, I would think any forts near the border would naturally have moth at the end, but deeper in the province they would be named differently.

On the contrary, it's when you are in a hostile place that you need your Gods the most. So I think it would be easier to stick with the -moth thing for imperial forts. But we could create khajiit forts where there is no legion. We could even make a khajiiti faction that the player could join. They could be fierce warriors that need nothing from outside their fortress and they obey only to the Mane and not the local Kings.

Yeah, I like that. Sounds really cool, I would be really excited to make something like that.

I was thinking we need some few small imperial forts along the roadways. just small places for the road watch. and enough room to house couriers and maybe a room to let for wary traders. kinda like the tolnedran legion hostels from the belgariad book series.

See, I was going to suggest Khajiiti forts. My meaning was that deeper in the province there'd be more Khajiit enforcement. Khajiiti enforcers wouldn't have "-moth" at the end of the names of their forts unless Imperials founded the fort and still preside within alongside the Khajiit.
